You cant turn it off.
Hate to tell you, but your graphics card is full. Either buy a new graphics card, or upgrade your computer. This problem usually occurs when yoour computer is very full, or alot of custom content has been download, overloading the system. This occurs often for many people, so try deleting some custom content, houses, neighbourhoods or families that are not in use, or try a better graphics card, which can be bought from any store which has computers and electronics.

sounds like its got something to do with your video card. Go into the options and find video settings. Turn everything down to its lowest possible setting, this should fix it. You can then slowly turn your settings up one by one until you find a setting that doesnt have these blinking lights and such.
If this doesnt help then go and google The Sims 2 and find a %26quot;patch%26quot; you should download thelatest one, it will fix some of the problems inthegame and maybe get rid of the flashing if the latter doesnt work.
