Is there a way to change the wallpaper without this program? Possibly a cheaper/free alternative? Or can it be done without programs, using some ingenuity?

As an administrator change the permissions on:
%windir%\web\wallpaper\windows\img0.jp?br>
and overwrite it with the image of your choice.
%windir% is the directory where windows is stored.
