I can change my wallpaper if desktop icons are present, wthen I hide the desktop icons I can't change wallpaper. When I try to chage the wallpaper with desktop icons hid, the old wallpare is still present, however when I reboot the new wallpape appears.
I have windows xp home service pack 3How do I find what is causing this wallpaper malfunction?

Try checking for viruses and malware with a full system scan with your anti-virus program.
Also you can search http://www.microsoft.com for this problem, if it is a common or known fault then there will be a solution on there for it.
