How to change your wallpaper background using notepad!!!?

Im at school so obviously the properties are blocked, but is there a way to use notepad.

No, you cannot use the Notepad feature to change the desktop wallpaper background. That is not possible. You would either need access to right-click on the desktop and go to Properties, or access the Control Panel and go to Display Settings in there.
