Is this a work system, or do you own it yourself? If it is a work station then Group Policy may be interfering in this capability. Group Policy can strip a system of all sorts of features and functionality. Changing the wall paper is one of these. There are literally several hundred options to alter how users interact with XP or Vista with Group Policy.



In addition, there is another option that parents or those who provide systems for the public's use, to strip away functionality and features which I remember as the Shared Computer Toolkit, but may be now called something else. Actually, I just went and looked and this is now called SteadyState. If this is your personal computer you well may have a virus. If this only occurred recently you could attempt System Restore to get rid of it. Just make sure you pick a date before you believe you became infected. If you are unsure of the date, then you can join a HijackThis forum and receive step by step instructions on how to clean up the infection. It will take a few days, you will need to download a few utilities, such as HijackThis, what these forums are named after, and create and upload logs. Just do not attempt to delete anything reported as possible malware without first receiving instructions from an expert because many system files and other program files can show up as possible malware and if you delete them you could need to reinstall your OS, or at the very least the application whom you deleted a critical file from.

If you are unable to change the desktop background, that would me you are infected with spyware. This happen to me a few years ago.

right click desktop and then hit personalize if you are using vista or desktop properties if you are running xp, click the wallpaper tab and scroll through them then select the one you want click apply then ok and there you go if vista click background and then scroll through hit apply then ok and boom

Go to the control panel, click display, then in the lower left hand corner there will be the personalization option. Click that, then click desktop wallpaper at the bottom.

Unfortunately you cannot change the lock wallpaper it just switches between the 4 wallpapers the phone comes with. Hopefully there is an update in the future that will let us do that!

One possible solution may be: right click an empty space on your desktop, click properties, click the desktop tab, click the customise desktop button, click the %26quot;web%26quot; tab and uncheck all options in the web pages section.
